Civilization Trajectory Project

The Evidence Base defines the source standards used by the Civilization Trajectory Project.

Its purpose is to make the project auditable.

The project separates evidence from interpretation, hypothesis, projection, and speculation.

This page explains how claims are classified, how sources are weighted, how confidence levels are assigned, and how future evidence will be organized.

This page defines the evidence rules for the project.


Core Evidence Principle

CTP does not treat all claims equally.

Every claim should be understood as one of five categories:

This distinction is essential.

A project can be wrong if it treats speculation as fact.

It can also be weak if it refuses to analyze emerging risks until they are fully mature.

The evidence standard must allow early warning while clearly marking uncertainty.


Claim Categories

1. Observed Evidence

Observed evidence includes events, statistics, official records, policy documents, corporate announcements, market data, infrastructure projects, legal changes, and measurable conditions already visible.

Examples:

Observed evidence is the strongest claim category.


2. Emerging Trends

Emerging trends are patterns that appear active but are not yet fully mature.

Examples:

Emerging trends require repeated signals from multiple sources.


3. Structured Projections

Structured projections are forward-looking assessments based on current evidence, trend direction, historical comparison, system incentives, and cascade logic.

Example:

If automation reduces hiring demand while cost of living remains high and public revenue capacity weakens, then broad participation is likely to become more difficult.

Structured projections are not facts.

They are reasoned forward models.


4. Hypotheses

Hypotheses are plausible explanations or risk pathways that require additional evidence.

Example:

Platform visibility friction may reduce independent public audit capacity.

A hypothesis can be useful without being proven.

It must remain clearly labeled.


5. Speculation / High-Uncertainty Variables

Speculative or high-uncertainty variables are plausible but not yet sufficiently established for strong projection.

Examples:

These variables may be strategically important, but they require caution.

They should be monitored, not overstated.


Source Tiers

CTP uses a tiered source model.

Different source types have different strengths and weaknesses.


Tier 1 — Primary Institutional Sources

Tier 1 sources are preferred for baseline factual claims.

Official sources may lag reality, soften language, omit politically inconvenient framing, or measure the wrong thing.


Tier 2 — Major Wire Services and Established News Organizations

Tier 2 sources are useful for recent developments and fast-moving events.

Examples:

News can be event-focused, narrative-driven, incomplete, or dependent on official framing.


Tier 3 — Corporate and Industry Sources

Tier 3 sources are useful for documenting what companies, industry groups, and investors say they are doing.

Corporate sources are self-interested.

They should be treated as evidence of stated intent, deployment, investment, or market framing — not as neutral public-interest analysis.


Tier 4 — Academic and Expert Sources

Tier 4 sources help interpret mechanisms, history, risk, incentives, and system behaviour.

Academic sources can lag current events, be narrow in scope, conflict with each other, or depend on assumptions that may not hold under fast-changing conditions.


Tier 5 — Exploratory / Weak-Signal Sources

Tier 5 sources may be useful for early warning but cannot carry major claims alone.

Confidence Levels

CTP uses confidence levels to prevent overclaiming.

High Confidence

Supported by multiple strong sources, clear data, repeated observations, and stable logic.

Use for claims such as:

Medium Confidence

Supported by credible evidence and strong logic, but with uncertainty in scale, timing, or regional variation.

Use for claims such as:

Low Confidence

Plausible but weakly evidenced, regionally limited, early-stage, or dependent on uncertain assumptions.

Use for claims such as:

Developing Confidence

Used when evidence is accumulating but not yet mature.

This label is useful for new investigations.


Evidence Rules

Rule 1 — Separate Fact from Interpretation

Example:

Fact: A government announces a national AI strategy.
Interpretation: The strategy prioritizes productivity and competitiveness over labour displacement protection.
Projection: If labour displacement is not addressed, AI adoption may worsen participation inequality.

Each layer must be kept distinct.


Rule 2 — Do Not Treat Omission as Proof

Omission can be meaningful, but it is not proof by itself.

If a policy document does not address labour displacement, that may indicate:

Rule 3 — Incentives Matter More Than Claimed Intent

CTP does not require proof of a unified plan.

Many trajectories emerge from incentives.

If institutions are rewarded for efficiency, profit, risk reduction, control, liability avoidance, short-term stability, and political survival, those incentives can produce predictable outcomes without centralized coordination.


Rule 4 — Official Stability Can Coexist with Lived Instability

Official indicators may show stability while lived conditions deteriorate.

Rule 5 — A Single Source Cannot Carry a System Claim

No single article, report, study, or announcement should carry a major civilizational claim alone.

System claims require convergence across multiple evidence categories.


Rule 6 — Regional Variation Must Be Preserved

Civilization-level analysis does not mean every region follows the same path.

Some regions may decline.

Some may adapt.

Some may benefit temporarily.

Some may become receiving zones for people, capital, or infrastructure.

The project must distinguish global, national, regional, and local effects.


Rule 7 — Contradictions Must Be Logged

Contradictory evidence should not be hidden.

If evidence weakens a projection, it should be recorded.

If a variable improves, the model should update.

The project’s credibility depends on correction, not certainty.

Source Evaluation Questions

Every major source should be tested with the following questions.

What does the source directly prove?

A source may prove an event happened, but not prove the full interpretation.

What does the source not prove?

This prevents overreach.

Who produced the source?

Government, corporation, academic institution, journalist, industry group, activist, platform, or anonymous individual.

What incentives does the source have?

Sources are not neutral by default.

Is the source measuring the right thing?

A statistic can be accurate but incomplete.

Is there corroboration?

Strong claims should be supported by multiple source types.

Is the evidence national, regional, or local?

Scale matters.

Is the evidence current?

Old evidence may still matter, but it must be treated carefully.

Does the evidence contradict the current model?

Contradictions should trigger review.


Evidence-to-Projection Chain

The project uses the following chain:

Evidence → Trend → Variable Direction → Cascade Pathway → Projection → Intervention Point

Example:

Evidence: rent and shelter costs rise faster than wages.
Trend: housing affordability worsens.
Variable Direction: housing affordability and shelter access deteriorate.
Cascade Pathway: delayed household formation, migration pressure, legitimacy loss.
Projection: broad participation becomes harder.
Intervention Point: non-market housing, public land, rent stabilization, income support.

This chain prevents loose claims.


Citation Discipline

The project should eventually attach citations to major factual claims.

Citation standards:

The Evidence Base should support auditability, not decoration.


Contradiction and Correction Policy

CTP should correct itself when evidence changes.

The Evidence Base exists to make the Civilization Trajectory Project externally auditable.

Without evidence discipline, the project becomes opinion.

With evidence discipline, the project becomes a public audit framework.
